As a European Capital of Culture in 2016, the northern Spanish coastal town of the Basque Country, succeeded in creating more space for social, linguistic and cultural coexistences - through dialogue, closer European relations and innovation in the cultural sector.
Participation of the local population was one of the main focuses.
