During the Second World War, Silesian Breslau (today Wroclaw) was nearly entirely destroyed, the German population expulsed and rebuilt by new inhabitants from many regions of the post-war country. It took a long time to recreate its own identity, creating its own culture. 
The programme of the Capital of Culture comprised the diversity of autonomous cultural actors and of cultural environments, participation in the programme, awareness of innovation and the need for sustainable development and of understanding as well as of using culture for the own development.
